Metallica, without a doubt. I love The Unforgiven II, and Enter The Sandman.
Metallica comprises some really talented guitarists, and when they teamed up with the Orchestra in the U.S.A., that worked so well, it was unbelievable.

Metallica hands-down, their music is all around better. The Scorpions didn't really do anything great for music. Metallica is one of the most influential Heavy\Thrash Metal / Hard Rock bands to exist.

I dont really like either. I used to somewhat listen to metallica, but I lost respect after the whole napster thing. I will stick to my punk bands.xD

actually scorpions are not a hard rock band. so the answer could be metallica, even though they stand for speed and heavy metal more than for hard rock

Ofcourse metallica, scorpions music is usually mellow. But metallica is really hardrock. I love their songs!
