Who should pay for that ?

So I was thinking I want to change my apartment, and there's one building right next to mine with apartments with slightly bigger rooms but, the owner of the available apartment is rarely in the country.
I haven't talked to him yet or anything but this question poped in my mind as I was watching an episode of Who's the as*whole : if I should send him the rent by bank instead of paying him directly every month ? Who is going to pay the bank transfer fees since we're probably using different banks in different countries ?
What's your thoughts on that ?

Could it be possible that this kind of transaction could be done through PayPal if both you and he had accounts? Just asking because I have never been in such a situation,

Only freelancers in my country know about PayPal.. it's not a common thing and to be honest, even I, I don't know how to use it properly. My mylot money is still stuck there, I sometimes buy things directly with it from Etsy or something, but I don't know how to transfer it to my card. I'm not even sure that's possible in my country.

Find a bank with a very low conversion or transfer fee rate so it doesn't matter who pays for it. But if you are the rentee, it only makes sense for you to absorb the cost. Unless the renter wants to fork it out..

All of that would be outlined in the rental agreement.
If it was me, I'd...
Go knock on a door at his building and see if the renters there are willing and can answer questions like that and if it's a nice place to live.
You might even be able to talk them into showing you their copy of the lease.
