Homeless needing money

Hi again lol, here's an interesting question, should you help a homeless. A lot of social experiments that I see is kind of like convince me yet again, how can you tell them apart? I like to give and not expect anything in return but what if they can actually work or they need it. I don't give I'm not gonna lie because I might be giving it to the wrong person but then are there excuses for those that really can't work? How many here will give and how can you tell whether they need it or just not wanted to work for it? Thanks

The local law forbids to give money, we can help people offering them food, clothing, a place where to stay, but giving money is an incentive to make people lazy, they will never try to find a job.

@fearjp - The Government offers nice shelters for those who do not have a home, no one sleeps under a bridge or under a tent here.

@Marty1 - No one refuses to go to a shelter, those places are clean, they can use the lockers, they can bring their pets. If they find people in the streets they bring to the shelters, if they refuse they will sleep in prison.

Not all homeless needs money. There's some homeless out there just staying in the street but contended on what they have. We in the middle class, can't stand our own if our money got short.

I am not sure the best way is to give money. Help comes in lots of ways.

I've dealt with thiefs a lot so there's no way I'm getting my wallet out just to give someone some dirhams, but if I already have them in hand after buying something i might give the change to someone.. I prefer donating clothes or something..
