Abortion either 'is Given the Wrong Reputation,' or it EARNED 'the Wrong Reputation'

The other night, the stern announcement of MSNBC's O'Donnell was that--in Texas (and several other States)--'12-year-old girls who are impregnated by their fathers will have to give birth to their sisters.' http://youtu.be/9hnwe8qC2NA
THAT is why (O'Donnell tells us, as many have said before) abortion should still be legal (under the careful watch of licensed medical professionals).
'But why haven't we heard this huge objection before?' I asked. And I looked at some statistics, and found out 'it's because it DOESN'T APPLY to 99%+ of abortions!'
The reason-why the abortion-laws don't make an exception for the several-thousand females that will thus have to carry the invasive children? The Governor of Texas touched on it when he said (in response to a question about his reason for not including that exception), "We're just gonna catch all the rapists!" (I'm tempted to take down the statistics-image & put in one of a cowboy celebratin' with guns a-blazin' ... yeeeeeeeeeeeeeeee-hoo!)
Obviously, there's no way Texas lawmen are just gonna swoop out there and intercept all 19,000-some rapists before they impregnate their victims; but what might be 'a better way of making the no-exception case' is to say that, "If we make a law saying abortion's okay for rape-victims, we essentially LICENSING rape!"
