What do you do when you get error 678 in your DSL connection?

Do you have any idea on the fixes for error 678 in DSL connection? What do you usually do when you get this error?

wait for sometime & try again . error 678 means : There is no answer if you are using a ADSL modem any of following can be the reason : 1. there is no link between modem & Exchange . 2. modem configuration is not proper . 3. Connection between local Exchange and main exchange not working . 4. network connection is not proper

Thanks for the troubleshooting suggestions. Sometimes what I do is just turn my computer off and turn it back on and it works sometimes but I do not want to do this everytime it happens.
