Perhaps I am too passive

A friend invited me and Tony to a Halloween party. I wasn't sure Tony would want to go as he is recovering from surgery, and I wasn't totally feeling like it. But last year we went and had a good time, so I thought he might want to. But wen I asked him, he gave me this look, and then said "you notice I gave you my crazy look". It was because this week is the anniversary of his daughter's death, and he usually avoids people this time of year (and yet he goes to his three day car show in Plymouth, hm). Anyway, so I declined the invitation. But you know, in retrospect he could have at lest said "I don't feel like it but you feel free to go". I could have gone alone, I guess. Just didn't feel like it, but didn't really appreciate his reason.

Maybe he asked you not to go... maybe he expected you not to go.... maybe you thought he expected you not to go.... it's not clear here. He later asked when the party is, so maybe he doesn't know you declined as well?
I would enjoy parties if I was invisible and just watching others actually enjoying themselves.

You could still go, Hallowe'en isn't for another week or so.

Sorry, you have to miss the Halloween party. I used to always love Halloween, now I have no one to celebrate with
