The only institution that certify you before attempt

I wonder who came up with the idea of granting a Marriage certificate before one is qualified.
For all other institutions, you must pass the test to acquire a Certificate. But this one! You say I do and boom you are provided with a certificate.
It's up to you to work it out and maintain the Cert or walk away and disqualify yourself.

100% true. I have witnessed two lovebirds part ways after 5 years of being together as a couple.
Here comes, my next question, what keeps marriage? Can love keep marriage?
