Abandoned dog rescued by a female who saw the image of the dog on social media

Instagram has some good uses to their readers since in the page called New York City or NYC has a page called NYC By The Curb in which an image of an abandoned dog who was tied up at the Fulton Street Station on Wednesday.
The previous owner of the dog could not afford to take care of the dog which was a reason to leave the dog at a subway station in the hopes that someone would be interested in adopting the dog to be the best friend of another person who needed a dog as the companion for a man or woman.
Heather Hamm saw an image of the abandoned dog on Instagram, she went to the Fulton Street station and when she saw the dog tied up on a hand railing.
Heather talked to New York Police Department (NYPD) if she could adopt the dog. When the police officers said to Heather that since the dog liked her, the dog was hers to keep.
Heather who then adopted the dog who is female to a local veterinarian who determined that the dog was nine months of age and in good health needed a new home.
Heather has named the dog Peaches who now is living a happy life with her new partner.

I am wondering why anyone would abandon their pet dog on the street despite friendship that dogs provide with their owners.

@rebelann In some cases it is due to lack of money from the owner to take care of their pets.

I would like to tie the previous owner to the hand railing for several days. Why do people abandon their dogs? Why not take it to the Humane Society? I'm glad Peaches has a new home.

I guess the reason some persons leave their dogs outside of fences instead of taking them to the humane society is that they either lack the courage to take their pets to the animal shelters and they cannot afford to feed their animals due to lack of work.
