Reduced work hours at 2nd job and unemployment woes

I am very anxious and frustrated right now because my 2nd job at the hotel cut my hours, a lot of the time I only get 8 hours a week. I should be getting 16 to 29 hours and I rarely get more than 24 if I am extremely lucky. I was trying to go full-time at the hotel but my condo job's boss took too long to change my schedule there and I missed my chance and my hotel boss hired 2 more full-time people. It really sucks!
My condo hours are not even actually reduced until next Wednesday. This Wednesday is the last Wednesday I have to work at the condo. But now I am not making enough with the condo hours and the extremely short hotel hours. I applied for unemployment to help with this issue and instead of them considering each job's reduction of hours separately, they lumped them into one and are saying I still make too much for benefits. They are adding both together and saying they are more than 32 hours but they are supposed to consider them each alone and if it's under 32 pay benefits. I am very upset. However, with the condo hours being reduced to 23 or 24 as of next week, I will be paid benefits if the hotel gives me super short hours again.
I have been searching for ways to increase my income and it has been very difficult, it seems like nobody wants to hire a good worker or the position is a scam, or they already hired someone and didn't take the ad down. I get incredibly tired of so much financial stress. I did have the idea to start my own health and life coaching business and have already gotten the website and blog for it started. How on earth can you pay your rent or bills Jen?
