This is a photo at 4:10. All the kids who walk and a lot of the bus kids are home by that time.
Now it's 5:00 and still light. This is why I am happy to set my clock back.
By the end of November, we'll lose about 40 minutes of day light both am and pm.
Daylight Saving Time does not work in the winter.

I agree that this is a better time change but couldn't they simply move the time 30 minutes between the 2 and leave it that way?

I can't agree. My first picture today was at 7 am which would have been 8:00 am Yesterday. Too dark for kids waking to school as that's the time they're arriving. And we'll loose 40 more morning minutes by the end of November.
This picture is at 4:10 pm. Kids are home by then and still a bit of light
This time change is better for the kids.

You do realize that it was 5:10 before the time change. Which means they were all home while there was still more daylight.

No, if they had finished the vote on it we would not have changed the time now. But the vote was never finished.
