Dog problems

A few weeks ago, I saw big dog that's been caressed by it's owner and other people. They gave him some water but also bathe him a bit. I asked the tenant and she said that dog had a stroke. I'm not shocked at all we all feel the heat. I didn't asked anymore questions, but I think the dog was raised indoors or got used to having an AC or something.
Then my current oldest dog Pluffy. He'll be 11 or 10 this July, He was born in 2013. Now, he can barely walk, not sure what's wrong with him but i know he's sick because of the last tick infestation. That anti tick spray worked like a charm but I think i found the solution too late. I'm kinda broke now for anymore vet treatments but he can still eat and i give him vitamins. I even caught him drinking while standing.
I'm sad he's facing his end times I wished I had done better with him. I'm happy he survived all these years.

A decade, in my opinion, is an adequate life span for a dog. I am guessing that when a dog reaches that age, they will begin to slow down and become more susceptible to illness. I believe it is only a matter of time before he becomes ill and is unable to recover.

I think the disease related to the ticks had caught on him.
But he can still eat, just disabled on my opinion.
Yeah, I was expecting that. Nothing I can do about it.

@Letranknight2015: Given his age, he is presumably susceptible to all diseases at this point, as he is already regarded as an elderly dog. However, he may live for five more years or longer if he can heal.
