Yes, Crop Rotation, especially with certain plants like Legumes in between can help the soil regain its fertility.
It has produced good results wherever practiced.

Yes, Crop Rotation is a good scientific practice.
Yet from what I know, there are many areas in India that just stick to one to Three crops per year and no significant rotation is there.
