Burner Phones

I keep hearing about burner phones in a lot of TV Series. Our country doesn't have one of those. No one is selling them, I think. But if burner phones do actually exist, aren't they usually used as a mere tool to anonymously do something which may be legal or illegal. I get that it can be used in times of emergency especially when we lost, forget or destroy our phones, but they are mostly shown to be used for something illegal. Why even manufacture or produce one? Care to educate me?

Burner phones generally are a term used as a term for prepaid phones thar don't require the information needed to get a post paid phone, one that you receive a bill for! They aren't always used for Criminal activities...
