I have read up to page 30 so far, and in this first part, it is describing what are the roles and how things get done in the White House. It is pretty mundane, and I don't have any comments until the bottom of the page: "The new Administration should examine the nature of the relationship between itself and the White House Correspondents Association and consider whether an alternative coordinating body might be more suitable." This is a red flag. So the Conservatives want to distance themselves from the White House Correspondents Association? They want their own Press? Or do they only want to use their own handpicked reporters? The American people deserve to know both sides of the issues. It is part of the checks and balances of the Amercan system.
