Why ask if I want a call

When we first came and inquired about this apartment we wanted and needed a 3 bedroom apartment on the bottom floor. However they didn't have one available and they asked if we wanted to be put on the waiting list for when becomes available and we can transfer to it. Then one became available and we were not contacted. I heard it through the grapevine. I contacted the office and was told that I need to send them an email requesting a transfer. They sent me back an email saying that I need to have a home inspection done. I was never contacted about the inspection. I went back to the office and they said that it had to be done by one of the maintenance staff. And then after that is done we have to put down a new and separate deposit, apply all over again. We were never told that before. Never happened! I asked the manager about it about 2 months ago and she put me on the list again and told me that I wouldn't have to put a deposit on or would we have to re apply! I never heard anything. I had not seen the manager for weeks! I went into the office last Thursday and was told there was one available, after I asked........ still no call ! I asked for information about it and was told she was getting ready to close and she would talk to me later. I was busy on Friday and I went in on Saturday and was told that that lady wasn't there and she would call me on Monday. No call on Monday. This morning I see it online on the public listing saying it is available now. I go to the office and am told that I have to let them know 30 days ahead of the time before it's available. Therefore I cannot have it. I asked to look at it for a friend and was told by here and the head of maintenance that I cannot look at till it's ready. I said, it says it is ready now, that's why we can't have it. So I go home to see online that it is now changed from "Now" to "August 2nd" and the price is raised $5, Also the optomotist appointment is set for August 20th, they asked me if I would like to be called if there is a cancellation and I said yes and then reminded them before they hung up. I called back today and they said that there was a cancellation. So I can go in on the 7th of August! If I hadn't called back then I wouldn't of got it!
