Confusion

Quite confusing. Last time, the employer that I applied for told me that the position was approved and I was up for deputation. Now, she told me that my application is still actually with the Project Manager (PM) and the HR is waiting for the PM to endorse my application to HR, and once HR gives their approval, that's the time when they will have to ask for my deputation. It's weird and confusing. It feels like everything just went right back at the start.
