heavy children

When a child is over weight and their parents let them eat whatever they want. Do you think that is a form of child abuse?

i worked in a daycare and one of the babies there (a 3 month old) is a heavy set baby. so the mom only lets her have 3 ounces of formula at a time even though the baby is still hungry. she cuts her off because of the fact that she's already a large baby. (i personally think that is wrong, if a baby is hungry let them eat!) i just want to get peoples thought on the other extreme.
