Living in a Kakistocracy

In most countries there is some kind of obligation those who hold office have for the citizens.
Not in the Kakistocracy of Jamaica. Politicians are in it for the money and power, and only care about the voters just before elections.
Asking a Member of Parliament, a Counselor for help is a waste of time.
Contacting Television Jamaica is how to get a problem solved. For as soon as TVJ broadcasts, suddenly, the Politicians are acting.
Whether bad roads, no electricity, damaged bridges, falling to ruin hospitals, whatever it is, as soon as TVJ presents, things are done.
Electricity went down with Beryl on the 4th of July. It just returned on the 30th of August in some places due to the advent of TVJ which wouldn't stop broadcasting.

What is a Kakistocracy? I know you said the politicians are in it for the money and power, but can you go into more detail for me please?
