It Keeps Raining I Thought It Will Stop Already

I hope everyone in the Philippines are doing okay, but I know the affected area are still uncomfortable specially those who lost their houses again.
Is it possible to do something about the flood, or it is really beyond of our control, If we plant trees again, will it lessen the flood?
Though I know in Manila, the flood control that was planned and designed during the late President Marcos Sr. is now being continued after the Aquino Administration put a hold on all the Marcos project right after she sit in MalacaƱang,
The said flood control if not being halted, it could lessen the flood that was being felt in Metro Manila specially during Typhoon Ondoy. It is really hard to find a leader that are not insecure and have a genuine heart for the people.

I believe a lot can be done to prevent damage. Trees might be a double-edged sword as strong winds can make them fall, causing even more damage. But I'm generally in favor of planting trees.
I guess drainage is the most important thing, making sure water flows away. It requires a lot of upkeep as debris can get stuck in there. That was the main issue where I used to live, floods often happened because there were leaves stuck in the manholes, something that could have easily been prevented.
