Unresolved issues with gas bill

My mom got a new (National Grid) gas bill for $129.02, which was generated October 9th. Though someone came to look at the meter on October 4th, the billing period for this bill ends on October 2nd and not on October 4th. And again the current reading is an estimate; instead of the actual reading on the meter on October 4th of 7697 it shows an estimate of 7824. That's a very big difference. Even the previous reading of 7743 that is on this bill is higher than the actual on October 4th.
I had contacted the company on October 15th about this and gave them the October 4th meter reading. The person I chatted with online said "I am submitting the bill to be adjusted to the read of 7697 as of 10/04." Two weeks have already passed and no updated bill was issued.
I reached out to them again today and told the representative about this issue and he said that he is submitting an investigation. I decided that I will not pay the bill (due November 2nd) until this is resolved, even though they will probably charge a late fee for not paying. I do not want to overpay again.
While I was on chat with the guy I asked him to confirm my November 1 appointment to replace my mom's old meter. Turns out there is no appointment for that date in the system. It shows one for October 31st. Why then does my appointment confirmation email show November 1st? He had no answer for that. This is ridiculous. Good thing my mom will be home when someone comes.
I hope that once the meter is replaced that there will be no more issues with remote readings and that all readings will now be actual. However, I am not confident that they will reissue a corrected bill or that the new bill that's to come in November will be correct either.

I’m gonna tell my mom to take a pic of the old meter before they install the new one so we have the reading. I am wondering if they install the new meter how would the reading go. Does the meter start from zero or do they somehow put the reading from the old meter to the new one? And now will that effect our bill.

@LindaOHio if they show up. No one came yet. No called to say they are on their way. If I go by the 8am - 1pm window that was for November 1st that window is almost up.

i once experienced them being wrong but they corrected it with the next bill, i think. it was 2-3 years ago. i wouldn't pay this bill as well and i think they don't have right to add your mother additional fee until the case is resolved. hoping for the best

Think it’s best not to pay that bill for now. Once we pay doubt they’d give us back anything.

So far no one came or called that they are coming. The November 1st appointment was between 8am - 1pm. I assumed October 31st would be same thing. But it’s gonna be 1pm in less than an hour and nothing.

Nope. You can choose a company as the supplier (they call them an esco) but as far as delivery it is only one. Same for electric.

We had an esco for gas and electric for my mom's house but I recently got rid of it. Not sure if she was really saving money. We also had another esco for the house I live in but seemed like we were overpaying rather than saving. And then the esco was cancelled, which was good money-wise.
