Why would they hire people when no tasks are available?

Lately I busy learning for an exam. I found a part-time job. I learned and learned, I still am a beginner. I want to work and practice. But no tasks are available. I wonder why they hired me. They sent messages saying that they needed me, I had to take a difficult exam, I managed to take it and now I can't work. It's very frustrating. I need money and not false hopes. I had huge hopes because I didn't have a job and thought I finally had a chance. I can't understand why they ask so much. I had to complete a difficult course, to take a difficult exam, a language exam, and I had to learn a lot. And all for nothing because no tasks are available. I still have much to learn, but my motivation is not there.
