Gambling addiction: Is it behavioural issue or regulatory oversight?

One of my friend’s acquaintances lost over $30000 due to gambling. I was not aware he had a gambling addiction and worse he does not have assets to cover the losses. Well, he is getting threats to get the losses covered. And he has no idea on how things can be settled.
He installed an app which lured him into game by giving free money and showing the number of winners. He initially started winning small but then played larger bets. Won one or two and then failed in others. Then it was revenge play and all resulted in huge losses.
While I do see there is behavioural issue especially the addictive tendencies and psychological vulnerabilities, I feel there should be larger regulations on the gambling platforms. They make use of very aggressive marketing strategies and exploit common man’s psychological triggers.
Governments do have a moral obligation to its citizens in minimizing the harm due to such gambling sites apart from mere advertising.
So , do you think gambling addiction is more personal accountability than regulatory oversight?

Gambling is an excitement sport provided one know one's limits. I have when I was in the US holidaying but kept my limit to 20 dollars.

Gamabeling is designed to be one huge mind game and lull some people into a false sense of security. It's designed to make money at the player's expense. And, no one is going to do anything it, because they create the addiction intentionlly.

i think it's more of a personal accountability. all of us have access to such sites, casinos and betting places - but some of us choose to gamble and some of us choose not to.
