does it get your attention, or annoy the heck out of you... or both?

I think some people do it because of eyesight problems, like they can't see the small print not everyone is trying to be rude. I think people are just too picky about this stuff, it's all just words on the internet. You cannot "yell" on the internet, people are going to be rude whether they use caps or small letters.

yes! Because the use of all capital
letters is considered shouting, posting
a forum message entirely in caps is a
sign that the poster is a newbie or a
troll.
Since the beginning of America Online,
ALL CAPS has commonly been associated
with AOL users. More experienced users
will sometimes jocularly use all-caps and
misspelled phrases to make fun of newbies
or use the saying "caps lock is cruise
control for cool." Netiquette prohibits
the use of all caps as a form of shouting.

It gets my attention every time. Then I usually ignore it. If people can't make the effort to use proper typing conventions I rarely waste my time. If you really have something to say you don't need to use allcaps.
