What on earth does this sign mean

This pic popped up on my photos feed in my phone. From memory, it was from a bike parking area outside a restaurant in India.
I think this refers to the from wheel lock on some bikes that people use. The sign is probably to not use it so that bikes can be moved easily to help more bikes park or leave the area.
There's never a dull moment in India!!

That sign is just as weird as the funny signs on the Warner Brothers Looney Tunes that poked fun of actress Gina Lollobrigida.
The sign read "Lower your head. Low bridge." or something like that.

@pitstop I think it meant that the cartoon character who crashed into the low bridge needed to watch where he was going when he was surfing. When I saw the cartoons as a child, I did not know who Gina was,
