Can traditional cooling methods provide some relief in the upcoming summer compared to air conditioning?

The summer is going to start in most of the Asian countries and the temperature has already touched 30C in some regions. We are all set for long and perhaps hard summer in all realities.
With power outages and water scarcity, it was hard summer last time and we are not sure how things will turn out this summer. People who have low income as well as for animals , the summer could be tough. Traditional colling methods like shade, hydration and natural ventilation has been the techniques to beat the heat. In dry and moderate warm climates, to an extent it has been successful for all these whiles. Shaded areas can marginally reduce direct sun exposure and keep the temperature lower than open space. Open windows and fans promote airflow and can keep indoors cooler.
But in extreme temperatures, they may not be as effective as air conditioning. Air conditioning offers instant relief but with high energy consumption and environmental impact. A combination of both these methods can help those who can afford those.
But for those who are less unfortunate, they would have to rely more or less on traditional methods to beat the summer. Any traditional cooling tips which could provide relief this summer?

Thats definitely a good idea. Perhaps a few variants to that idea could help to beat the heat in case we need to be outside during this summer.

@RevivedWarrior The other thing I do that I forgot is that I soak my cloth hat in water then wear it.

I am also thinking of that now. We do not have AC on the main living floor, only in the rooms. we have fans but I noticed that they are not as good quality as before. It seems that we buy fans yearly so I am thinking if we will buy AC instead of fan that will surely last long. But of course, one problem that will arise is the electric consumption

AC with power consumption and with power outaes can be challenging. If there are other alternatives , we could less depend on AC , atleast for some time.
