Why this puppy would have any love for me?

I was standing on the bus stand. Suddenly a puppy came, a fellow I never came before. This puppy came near me and licked my legs.
I found this very surprising because I thought dogs and puppies lick only those whom they know and love. Why would this puppy have any love towards a total stranger?

When I'm out shopping in town I have several dogs come up to me and sniff me. I like to stroke them if their owners are OK with it.
