Trump backs down on tariffs again

Trump's second term has been 6 weeks of absolute chaos. He campaigned on tariffs despite the fact that anyone who knows anything about economics knows that they are only going to hurt Americans and cause prices they pay to increase. His rationale for instituting them on products from Canada and Mexico was that they don't do enough to prevent the flow of fentanyl into the US across their borders. Nevermind that only 46 pounds came through from Canada last year and that 70% from Mexico is brought in by Americans. MAGA is stupid enough to believe anything.
Well Canada immediately hit back and said they would do the same on American imports. Canadians are PISSED and they are cancelling US vacations. Liquor stores have removed American liquor, beer, and wine from their shelves. (Kentucky in particular is freaking out about that but that is for another post) Mexico also announced that it would put tariffs on US imports.
Trump in his ignorance and bully personality thought that 1) tariffs were going to bring in a ton of money from those nations and 2) Mexico and Canada were going to take the tariffs lying down. Nope. So what did Mr. Tough Guy do? Delayed them for a month. They went into effect Tuesday and crashed the stock market. By Wednesday his administration was signaling that he may back off and today sure enough he announced that they were being postponed again for another month.
My question is why? If fentanyl is such a big problem then why the repeated delays? If tariffs will bring so much money into the US then why the repeated delays?
Simply put it is because Trump is a bully but bullies are weak. The president of Mexico and PM of Canada called his bluff, Americans and the stock market freaked out, and sure enough he backed down.
What a Stable Genius.

What's the difference between this sort of back and forth and the sort of back and forth that might occur selling a car?
The price changes and the decision is all over the place until a deal is arrived at. That's just how these things work. Nothing chaotic at all about it.
Just like the sale of the car is not finalized until a price is agreed to, imposing a tariff or not imposing one isn't decided until the talks are finalized.
One might say, "Gee whiz, can you just make your mind up. Are you selling your car or not?" To which the appropriate reply would be, "Yes. I am selling the car. Once we can agree on the price."
