What is your assessment of this forum site?

Somebody invited me to join a forum site, let's call it XX. It's not a paid to post forum site but it has many contests and prizes that trigger people to try a luck. However, I learn that it has only a very few members because of the upgrading fee which is $50 and some gamble their money. But it's learned that the site owner is not sincere. Members struggle to claim their pay. The latest update is, the site owner learn that a member applies dual account and it angers the site owner. Because of this, he created a new policy for all members to submit real names complete, 3 pictures of real faces, three identification IDs, three links of the forum sites where they are active. I didn't apply. I advised the person inviting me to see a lawyer because the members are not his contracted employees and no salary to receive. For me it's outrageous and unlawful. What do you think?
