Belize Incident Raises Questions

On February 20th three young women from Revere, Massachusetts were found dead in their rooms at the Royal Kahal Beach Resort in San Pedro, Belize. The cause of death has been attributed to acute pulmonary edema(fluid accumulation in the lungs). There were no signs of forced entry but first responders reported froth around the women's mouths which could be due to a drug overdose. Their bodies are being sent home for further examination.
The U.S. Department of State reports Belize as having a level 2 travel advisory due to the high rates of violent crimes, which include sexual assault, home invasions, armed robberies, and murder. They urge caution and say these things happen even in tourist areas and during daylight hours. They continue by saying that "local law enforcement lacks the necessary resources and training to respond effectively to serious crimes and most cases remain unsolved and unprosecuted". Belize officials say that these incidents are rare and see no reason to stop travel to Belize.
This story reminds me of one that happened several years ago when a young college student was murdered. The mother traveled there and finally, they thought they had the murderer but he was able to slip away. It was as if the authorities were helping him. I don't think he was ever prosecuted. Do you remember this story?
This raises so many questions. I sure wouldn't want to travel nowadays. The story I have copied here for you to read says a national forensics firm found carboxyhemoglobin levels higher than 60% although the first examination found nothing. This questions whether they are doing a good examination. Can the findings be trusted?
What are your thoughts on this case? I thought Belize had a better reputation than this.
