Among the homebound students I have is one of my own for biology. She’s been on and off homebound since November. Her average for 2nd MP was like a 30% but I gave her a C because there was a big lag in between approvals and she did well with when we were meeting.
For 3rd MP she canceled several times. She completed absolutely no work. Her average is literally 0%. Her mother showed up yesterday with guns blazing because her daughter was doing to be getting Fs. He emailed me to find out what was going on. I explained. His response? “Well is there a grade we can give her? I see she did some work but certainly not all.” I replied “yes we can give her an F because she did absolutely nothing”.
What kind of grade could I give her? Am I just supposed to pick a letter out of the air? If I gave her a C based on nothing then the mother would probably be angry that I didn’t give her an A.
I told the supervisor about it as a heads up. If the assistant principal wants to give her a passing grade then he can put HIS name on the transcript because I’m not doing it.

There's no way she deserves anything but an F.

I don't blame you a bit. If she made no effort, she deserves an F. Lack of effort never has good consequences.
