Need help with OneDrive

After Windows did its last update it asked me if I wanted to back up my files to OneDrive. I agreed to do that. What ended up happening was all my files started backing up automatically to OneDrive. Very soon after a message popped up telling me that I had used up my 5GB of free storage and that I either had to upgrade my storage (for a fee of course) or free up space.
No way was I going to upgrade my storage. I tried to delete some files I didn't really need in OneDrive. I noticed that by deleting these files they not only went to the Recycling Bin in OneDrive but on my laptop as well. I ended up restoring them from the laptop Recycling Bin instead of emptying it because I didn't want to lose the files from my laptop. For now, they are still in OneDrive Recycling Bin.
Logging on to my laptop today and clicking on the folder icon I noticed that all the files that were in 'This PC' in my Documents and Pictures folders (probably other folders too) were no longer there. They were now located in their respective folders in OneDrive. They must have moved automatically because I'd never okay this. I ended up going to these folders in OneDrive and doing copy/paste back to 'This PC'. I wonder if this means that my used PC storage has doubled. I hope not.
I managed to find a way to not have my files automatically synced. Now what I want to do is delete files from OneDrive that I don't want there. I am hesitant to do that as I am worried that they will be removed from my laptop if I delete them from OneDrive.
