Why is a black woman 23 times more likely to get AIDS than a caucasin woman?

According to a recent news story, in the U.S. african americans make up 12 percent of the population, but make up 50 percent of those diagnosed with AIDS. Can anyone explain to me why this is so?

Is this statistic for the USA? or world-wide?

It doesn't even seem it should be true. It doesn't even seem logical, considering all the interracial marriages and dating, and considering the other races make out just as much as the other races. So if it's true or not, I don't know. But if it is, then why would it be so.???
