WELL I GOT MY FRIEND TO TALK TO ME AND SHE TOLD ME WHO DID IT AND EVERYTHING, BUT FIRST THING FIRST I TOOK HER TO THE ER. AND SHE GOT A RAPE KIT DONE, AND ALL OF THAT THEY SAID IT WAS PRETTY BAD DOWN THERE. I WILL LET YOU ALL KNOW THAT HE DID NOT JUST RAPE HER WITH HIS "THING" HE USED SOMETHING EALSE TOO. AND I FOUND OUT ONE OF THE REASONS WHY SHE WILL NOT GO TO THE COPS IT IS BECAUSE HE IS A COP.

If this had been my wife I would do the following one right after the other within the same hour:
If it was a local cop, tell that agency's internal affairs division, tell the State Police and the FBI as it is a federal crime to violate a person's civil rights. Mention to each agency that the suspect is a police officer who threatened your life and the life of your child. Other cops are extremely hard on other cops who make them all look bad. Tell them that if they are quick to do something, then you will not go to the media.
Anyway, that is what I would do if your friend was my wife.

I completely agree with this. If she is afraid of the local police department go higher up. She has to tell somebody! This evil man will continue to harm others if every woman he victimizes are too scared to say anything. (Previous discussion said it is 2nd time he has done this.)

There are levels of Cop. My advice is contact the FBI. They are national and at the very least can assist you with who your friend should report this incident to. Although they dont usually get involved with these kind of incidents they can help your friend out. I dont know how big the police service is that this cop belongs to, however, if you two go to an outside agency then the Chief of Police will be involved and that cop cannot possibly get out of it. Cops are held to a higher and stricter standard, his investigation will be far more serious. As well now that you have medical evidence to back up your friends claim that will assist in refuting any defence that he may raise.
