Dogs... is it really this hard to train them?

I had a six month old terrior, and I couldnt rain him to use the "pee-pee pad" for anything. I praised him if he did happent o make it, and always scolded him if he didn't. I put up with him messing around for 4 months, and finally had to get rid of him becuaseI was tired of cleaning up his mess. I was thinking about getting another puppy/dog, but before I do, I would l ike to know some really helpful tips on how to train it.
