Signing over rights?

Can a father sign the rights over to a child and not have to pay child support in the state of Indiana? Does the mother have the option to say no? The man isnt even listed as the father on the birth certificate and she has another boyfriend that she has the child call daddy. The situation isnt very good, and honestly the best thing is to break ties all together, the father of the kid wanst to terminate rights and break away completely, is this possible?

It is my understanding that a father can only sign over his rights IF the birth mother has remarried and husband wants to adopt the child or if birth mother and father have chosen to put the child up for adoption. Otherwise, the birth father cannot get out of his responsibility of paying child support. However, I am not an attorney so I might be wrong.
Please have your friend check the phone book for an attorney in her area who offers a free consultation. She will be able to see him/her for one totally free visit and get all her questions answered. Be sure to tell her to write down her questions, as she thinks of them, and then take that list with her..that way, she will not forget anything she wants to know and she will learn everything without having to pay for a visit. It would be the best way to find out what the laws are in Indiana.

One would think that without the father being listed on the B.C, unless a paternity test were done, the father has no real legal rights. That is how it works in Michigan.
The best advice I have is to contact an attorney.
