Does everything happen for a reason?

I was watching a news segment about a kid who got shot coming out of a liquor store. The mother was on camera talking about how it was sad but that "everything happens for a reason". That got me thinking, if the omnipotent, omniscient God wanted that to happen for some reason, wouldn't the shooter be carrying out God's will? Some may point out free-will, and I understand that God knowing what will happen and free will can coincide, but God's charted plan and free will are a contradiction in themselves. How can an infaliable perfectly laid out plan by an omnipotent, omniscient and omnipresent being be affected by anything including free will?

I suspect we are just part of a huge experiment.
Life started on this planet.
Chance and survival shaped the evolution of the species.
Somebody is watching to see what comes out of all this.

Everything happens for a reason. God knows all and sees all... The devil may mean it for your bad, but God means it for your good. I lost three nephews and at first I didn't know why, but now I do. I had to seek God and find the answer. I understand where the lady was coming from.

The truth is, none of us know for sure. The proof of God is all around us. He has not let us in on his plan. Sometimes, it looks like predestination. Sometimes, it looks like free choice. Sometimes, it looks like the work of the devil. Maybe, at any given moment, it is a combination of all of the above. We have to be the best person we can be, love one another and know that He will see us through. That’s all we have. That’s all we need.
I have had things happen in my life that seemed really bad at the time. Today, I realize it was something I had to experience in order for me to arrive at my present destination in life.
