a film is quite a film for me when it appeals to me emotionally, when i get engulfed in it and when i brood over it time again and even days after i watched it. many a times a film inspite of having all the factors doesnt really appeal to me. there has to be a lingering, sweet sensation after seeing it.
so, in my perspective, many films which are box office disasters have proved to be great films for me!!.

The top three things that I look for in a movie are:
The story line- is it interesting or am I bored?
The quality of acting-do they people play their characters well?
The graphics- I don't like black and white movies and when it's animated I like to see the really amazing graphics.

i think you cannot judge any film only basing to cast or to direction. I think it is a general judgement.
a film may have a great cast, may be very well directed, have a fantastic soundtrack, but itf the storyline is weak, it will definitely be a bad film. it is just like a cooking recipe: if you want to prepare something good for lunch you need to prepare a "good" dish (for example, lasagne will be always better than boiled liver), use "good" ingredients, mix and cook them in an appropriate way and so on.
you don't need to have anything "outstanding", but you cannot have aniything "appalling".
judging in the way you say is good only to reqard films with Oscar prizes or something similar.
