Is Indian Constitution Framework resposible for Delayed Developments?

I blame the Indian Constitution Framework which is causing all the problems in Development.Being the second largest population India is no where in Infrastructure,Reasearch,Development.
1.There is no stability due to multiparty system
2.Democratic principles are over shooted.
3.Politicians are bunch of Jokers
Compared to the countries like Japan suffered by huge disasters now and then,they have developed a great nation.None of the politicians take a positive point from the western countries about their systems in place.
When will we come up to make a Great Nation?
i think there is no answer for this question...

Yes, u r absolutely right. Indian constitution needs an overhauling. It has laid down such procedures which make every work delayed. This is one of the many reasons for the failure of public sector or govt sector in many fronts. U see system of our Juciary. The delayed justice has always proved to be injustice for everyone. A common man cannot think of getting justice in the present system.
U see the system of higher officers dismissal. It is very cumbersome and this is one of the reasons for increasing corruption in the country at every level.
U see our indirect tax structure, how it is being misused by innumerable businessmen.
Thus I fully agree with you that our constitution needs an overhauling.
