Should the companies block mail sites and chat sites

We find today most of the employees are attracted towards chat sites and all community sites,friend sites and more sites coming up,are they just not distracting others business,we find most of the MNC'sshutting down these sites at their premises,is it a welcome decision or should be allowed,comments please
