Should Governments be spending billions on space exploration?

I have to agree that in these times the money could be better spent, however without space exploration we may not know what else is available to us as humans in this universe. I think there is a reasonable reason for it but I also think it should take a back burner to many other things in this country that need so much more attention; like our education system, our children, our troops, etc.
