Are women who are raped asking for it?

Ive heard a lot about this in the media and in a couple of discussions on here, that women who are scantily clad are asking for it. What do you all think?

I think that is a silly and dangerous notion. Banks are asking to be robbed because they have money? Men are asking to be mugged because they have wallets? Paintings are to be stolen because they are Art? Where would the idea of victum blame stop and where should it start?
