that is a good question i think no matter what there is always going to be that person that thinks they are above the law and thinks they can do whatever they want

i must say it's an excellent topic u've started here.....i was longing 4 a change in here coz ppl have started cheating others topics now........anyways.....crime rates can b cut down by educating the ppl n than creating an awareness amongst the lower classes(as they r the one's who mostly not always but mostly commit crimes),the employment rates should be made higher n better,merit should be the one focused on instead of bribery n personal contact preferences.....crime can only b decreased if the lower class of the society is moved towards betterment....n also the laws should be made strict.....

To educate people and provide more jobs
