My fiancee was the one who propsed to me, so I'd say, yes, thy can! Good day!

I think it's fine with both way either boy proposes girl or girl proposes boy.There is no such a rule about boys should propose type thing. Personally,I would love to see boy propose girl because this is some romantic dream that lots of girls still have lol and I was very happy when I've got proposed by my boyfriend :)

I actually think it should be the girl who propose :P ... Often it's girls who really like to get married, many men don't really care, they just do it because they know it will make their whife happy! So of cause they can, but i don't think it happens very often... hehe
