Why do men have to make the first move ?

Why do women always expect a man to make the first move ? for eg to say 'I LOVE YOU',or for anything else like why do they always want him to ask her out first, or make the first move to kiss... I mean why can't they(women) ever make the first move

i guess norm has something to do with that and another reason is that sometimes women become shy when it comes to courting because it is known that men are the one who should. but i think nowadays many women do the first move... especially to those country who are more liberated.
