How to make a balloon centerpiece for a circus theme party

I'm an amateur and needs basic how-tos on making a balloon centerpiece. I am also open to suggestions on the design for a circus theme party. thank you

use stick gum around of the circus

You can always blow up differet size balloons and use toothpicks to stick them to a foam base. Just be sure to leave enough at the end of the tie-off so the balloons don't pop!
