Sleepy Police officer...

I saw a police officer today. Tucked in a corner behind a stall. He was really sleeping and snooring... nobody's mindin him, for theres a traffic goin, maybe he thinks that everything out there was OK"...i know that i need to report this to a higher authoriy, but i do believe that people needs second chances in their lives just to change.For i believe we cant be a better person if not for the chances that was given to us...a chance to change...quesion, should he be removed or reprimanded, or what kind of punishment appropriate for his conduct?
