how to set up a discipline/reward system for kids?

I am not sure how to set up a discipline/reward system for my rowdy 3 yrs old boy I need your help please.

I have a rowdy 5yo daughter and the same problem as you. It doesn't seem like anything gets through to her. It's as though she really doesn't care about anything. While I don't have any suggestions, I do feel your pain.
