How do you make friends with someone new?

The days of the sandbox are long behind us now. People don't just walk up to someone and say " Hi! wanna be friends?"
How would you approach someone to make friends?

For me, I make friends slowly. I don't try to be someone's best friend immediately.
I usually just talk to them when I see them.
Two keys, 1 - be friendly
2- be yourself!

yes but where do you go to meet people of common interest? Do you take a course or just go to a park or what?

There are many methods to approach someone. It would depends on environment or situation. One of the old way, but still effective is to ask for time, "Hello, do you know what time it is now?" Then you can start the conversation. Just make sure you don't wear your watch, if not you've just do something funny. If you're eating candy, you could also try offer some, "Hello, do you want some?" If the person is taking his dog for a walk, you can start the conversation about dog, "You got a great dog there, what's his name?" These are some examples.
