No, u r wrong. Japanese r more consicous about giving gifts and they alwys give gift of flowers to each other on each and every occasion. The tend of giving gifts to each other came from Japan as they people gave gifts to each other and people from other coutries started copying them and started giving gifts to each other on differents festivals.
