Should nursing moms ever be asked to cover up?

A recent incident in which a breastfeeding mom was kicked off a plane has once again highlighted the subject of nursing in public. Do you think it's ever appropriate to ask a mother to nurse her baby more discreetly, or to do it somewhere else? If yes, under what circumstances? If not, why not?
